Ok, so you don't have any drivers loaded.

Sure, because no appropriate driver is loaded.

What does:

source /usr/bin/cpufreq-detect.sh
echo $MODULE

report on your system? Try to load the $MODULE via 'modprobe
$MODULE' then, does cpufreq-info report anything then?

Yes. ;) But I usually prefer the ondemand governor.
Check /sys/devices/system/cpu/cpu0/cpufreq/scaling_governor
for current settings as soon as cpufreq is working.
