As root, vi /etc/locale.gen, and add:

   en_US.ISO-8859-15 ISO-8859-15

then run dpkg-reconfigure locales.

I also added:

   english         en_CA.ISO-8859-15

to /etc/locale.alias, but this is likely irrelevant.
