I have pushed a possible fix for this to

an example output (from 2012.05-full-amd64) can be found here:
 http://chi.die-welt.net/~evgeni/tmp/nonfree-licenses.txt

Would providing such files for each release/ISO on http://grml.org/files/ fix 
the issue for you?
