[issue944] keymaps missing

New daily images miss the keymap files in /usr/share/keymaps. Therefore loadkeys 
us/de does not work.

I think this is due to the change noted here:
 http://packages.debian.org/changelogs/pool/main/k/kbd/kbd_1.15.2-2/changelog

We might need to explicitly install console-data.
