[issue728] feature: fetch configuration via network

Idea/request by Holger Baust:

Support loading configurations (like persistent config) via network, so it's 
possible to configure stuff like ssh keys, passwords,... when booting via 
network - but without the need to have a local device with persistent 
configuration/GRMLCFG available.
