Under /etc/grml/fai/config/

- Prepare a file 'files/etc/locale.gen/GRMLBASE' according to your /etc/
locale.gen

- create a file 'scripts/GRMLBASE/23-locales' as:

#! /bin/bash
fcopy /etc/locale.gen
---------------------

That's it.
