[Grml] Grml and inetd

Found that the /etc/runlevel.conf file is from the file-rc package. 

On looking at the package list of grml-medium
http://grml.org/files/release-0.1-grml-medium/dpkg_list

I noticed that both file-rc & inetd packages are installed. In this case,
how do services like ssh, ftp get started then?
