 Actually, this should had been two seperate commits, one for the moving
of the team list (it was a bit difficult to check that there was NO 
change in that move involved and no changes are tried to get sneaked in 
with that), one for the real content change.

 This might be interpreted that someone who want to step down from a 
role also needs the vote to be allowed to do so.  I suggest instead:
"Any changes to the definition of roles" or similar for making it clear
that it's not about changes to roles with respect to who's member or 
not.
