  Remove vestigal apt-list{bugs,changes} support

Since 5ba215cf509bc7cf41c36cef62a2ed5d4734d51a no flavour installs apt-listbugs
or apt-listchanges. I think it is safe to drop the support code now.

Keep disabling apt-listbugs integration into apt, just in case users install
apt-listbugs in their package selections.
