Ensure ipxe.lkrn, ipxe.efi are available.

  Support ipxe >= 1.21.1+git20220113.fbbdc3926+dfsg-3

The new ipxe package changes how the EFI files are called. Continue renaming
them to ipxe.efi. Drops support for older ipxe versions, except for 32bit
legacy boot.
