  Refresh Debian packaging

* Bump compat version to v10
* Updated Standards-Version to 4.7.0
* Use minimized debian/rules
  * add debian/grml-desktop.install
  * provide lintian overrides via debian/grml-desktop.lintian-overrides
* Set `Add Rules-Requires-Root: no` as we don't need root permissions
  during build
* Set priority option (fixes priority-extra-is-replaced-by-priority-optional)

It's no longer file-in-etc-not-marked-as-conffile but
package-contains-file-in-etc-skel, update lintian overrides accordingly
