  SW: drop uml-utilities (deprecated tools)

uml-utilities had its last upstream release in 2007 and is currently
missing in Debian testing due to https://bugs.debian.org/1075599.  The
tunctl tool by uml-utilities can be replaced by plain ip(8) usage
nowadays, so let's stop shipping this package.
