  Generate empty /lib/udev/rules.d/69-lvm-metad.rules instead of removing the file

Since lvm2 2.02.176-4 initramfs generation fails if
neither /etc/udev/rules.d/69-lvm-metad.rules nor
/lib/udev/rules.d/69-lvm-metad.rules exists.
So instead of removing the file just create an empty one.
