[issue2180] default sshd_config does not allow root login with password

Tested with grml64-small_testing/2016-04-03_06-01-41.

sshd_config has PermitRootLogin without-password, which is perfectly fine for servers, 
but when running grml-from-CD (probably rescue/install...) it'd be nice if the default 
would be "yes".

Related, grml-debootstrap could possibly warn about this and/or also change the config.
