[issue1000] upload grml-debootstrap to Debian

grml-debootstrap might be interesting not just for Grml users but also for users 
of (plain) Debian. We should sort out all problematic dependencies (mainly grml-
etc-core) and upload grml-debootstrap to Debian then.
