[issue959] screen on tty2/3 not in utf-8 mode

Due to an oversight in the console-tools -> kbd transition, vt-is-UTF8 is no 
longer available, causing grml-screen to incorrectly _not_ pass -U to screen, 
resulting in a broken terminal on tty2 and tty3.

Can easily be seen when starting 'mc' or (more subtly) any man page.

(Thanks to a private bug reporter.)
