[issue818] clarify console-setup vs. console-tools/console-date

We should clarify which packages of console-setup, console-tools/console-date 
really matter for us. Debian squeeze uses console-setup instead of console-
tools plus console-data, lets find out whether we could get rid of console-
tools/console-data as well.
