Ok, this should not work as apt-get couldn't get the 
package list. Did you run apt-get update yourself?

As far as I can see there is nothing done in the 
chroot wrt to resolving except copying 
/etc/resolv.conf from the host system.
IMO the problem seems to be something else, e.g. 
network not accessible, dns server not accessible, 
dns server down or something like that.
