Can you please try manually running:

  # grub-install --grub-setup=/bin/true --recheck --no-floppy --root-directory=/
tmp/foo /dev/sdX1

where /tmp/foo is the mountpoint of /dev/sdX1 (being /dev/sdb1 in your example)?
