I'm not sure, but looking at the changelog at http://www.dwheeler.com/
sloccount/ looks like sloccount is kind of outdated/unmaintaned, whereas cloc 
seems to be pretty vital. And I couldn't find the "Remove Comments from Source 
Code" feature of cloc in sloccount.
