[issue686] grml-etc: do not shut down network before userspace with NFS mounts

Bug reported by Daniel Tiefnig: on shutdown the user space processes are 
killed, then the network interfaces are getting deactivated and finally 
filesystems are unmounted. When using a NFS mount it hangs on shutdown.
