[issue620] speakup kernel modules aren't loaded automatically

I have created a wish which is issue 661. The options most useful to me would be speakup.ser=x and speakup.quiet=y (where x and y are both integers, y limited to 0 or 1). speakup.ser allows the user to specify the serial port the hardware speech synthesiser is connected to and speakup.quiet makes speakup not speak until the next key press (useful if booting the computer but possibly doing something else at the same time which makes it undesirable or difficult to press the numpad enter to silence any boot messages after speakup starts). I have linked to a document giving a little description of the boot options in issue 661 and also suggested some fixes (I prefer the modprobe options although this requires knowing which speakup modules accepts what options.
