[issue579] BTS webinterface does not send followup mails to the bug-changes mailinglist

Updates to bugreports aren't sent to the bug-changes mailinglist if the update 
within the bugreport takes place in the webfrontend. Works fine for mails via 
mailclient and reprepro triggered mails, it just fails for the webfrontend.
