[issue577] dillo complains about HTML bugs in startpage.html

startpage.html from grml64 2008.11-rc2 seems to have errors in the HTML code; at
least there's a missing </a> around line 67.
dillo also complains about a missing <!DOCTYPE>. As dillo is the browser used to
render the startpage inside X, it would be nice if these could be fixed before
the release.
