[issue408] use locales in X which have been selected in grlm-quickconfig as well

If someone boots with defaults and selects 'german' in grml-quickconfig the 
console setup is fine, but X does not know anything about the selected german 
locales: we need better integration / a way to communicate changes between 
console and X
